I have no idea how much a stone is, because in the US we go by pounds, but I think the recomended caloric intake for females daily is around 1600?
Everyone thinks 2000 cals is what everone needs. This is not true. I think it is recomended that males get 2.2-2.3k and females about 1.6-1.7k. So you are in a caloric deficiet, which will cause you to lose weight at a slow and steady pace( which is the best way to do it), but is not so low that it is hazerdous.
It might take a while to see results, but stick with it and throw in some exercise. It's gonna be tempted to drop the calories even more, but it has been proven time and time again that the faster you lose the weight, the easier and more likely it is to put it back on. Those who do it slow steady and healthy like you plan to do have better success in the long run, which is what everything is all about.
I know you don't nessisarily need exercise to drop the weight either, but working out 2-3 times a week for like 20 minutes has been shown to reduce your risk of cardiac related problems by like 3 or 4 times. Seems worth it to me, and it will help with weight loss as well.

1500 is pretty much the ideal for someone who is trying to lose weight but is not active. If you're trying to tone however, you're going to need to go through a more intense workout program which also means raising your calorie and protein intake.

Actually and please take my word on this the calorie intake for women is somwhere between 1200-1700 and how do I know this? Because a licensed Kinesiologist told me at my college. So stay between that range and you will be fine. Don't skimp on the meals and exercise regularly.
No. 1500 is low, but it's not dangerously low.
