I wear specs and contacts, but I've never worn colored ones. If I were you, I would go into an optomatrist and ask them. They might sell them as a side product, or they might know somewhere that does. Most optomatrists, when selling contacts, will give you trial ones and they'll ensure you know how to put them in and you know the "dangers" of contacts (eg. you're not supposed to drink because it dehydrates your eyes, althought I know plenty who have and have been fine). Putting them in takes a bit of practice though! Good luck.

If you want nonprescription, you can always try beauty shops run by Asians or clothing stores run by Asians, like eastern Asian BTW.
Can't say they're safe but I've been contemplating getting some.
And of course you can get them online
Solotica is probably the most popular online brand
They usually cost anywhere from $12-$20
Whatever you do, get them as soon as you can and start wearing them. Hard contacts rub against the inside of your lids, and you want to develop a callous before Halloween, so that you can enjoy the night instead of feeling like your eyes itch.
You can put food coloring in clear contacts. I've done it before. There's not really any harm in doing it but you'll see that color. i.e. if you put green food coloring on a clear contact you'll see mostly green. Haha

My sisters have used colored contacts from this site with no problems. The site is reputable and the contacts are safe, although not approved in the U.S.
They're called circle lenses. linkIf you really want contacts that are safe, won't hurt your eyes and are specifically suited for you then go get them at your optometrist.
If not, just order them from wherever. The risks will be just as high with any company. My girlfriend always wears purple contact lenses and they look amazing. You can get them online or from your optometrist.
try your optician, don't know where you're from but in britain specsavers does them :)
If you really want to actually be safe, you'll have to ask an eye doctor. Just tell them you're interested in non-perscription cosmetic lenses. You can usually even get a free trial or sample pair.
i've bought some colored ones from here
linkYou still need a prescription and to learn how to insert them. You need to go to an optometrist
