Your hands and feet are colder because they are the extremities that are furthest from your center of mass.
This is normal, but a word of advice: cold muscles are harder to stretch and thus, easier to injure (same with the tendons / ligaments). If you do high stress / high range of motion movements or exercises, make sure you warm up and stretch your colder muscles beforehand, so you minimize the risk of damage.
If you experience numbness or tingling or a discoloration of the skin, see a doctor, but otherwise, you're fine.

Keep your neck warm, it's of utmost importance in staying warm. Wear a turtleneck. Dress in layers.
your weight seems healthy, and since anemia is not an issue you likely have poor circulation. I have this and its not a health issue, you're fine. if you want to do somewthing about it I would do about 10 minutes of cardio and that should help with your circulation. also socks or slippers will help since a lot of heat escapes out your feet. lots escapes through your head also, so if you are really cold, put on a hat.
