How can I lose weight in my arms and legs without building muscle ?

ok I weigh 160lbs, I used to weigh 180, I'm trying to get down to 140, I have kinda big arms and legs.

I was wondering if I start doing exercises to tone them up will it build muscle and make them stay as big as they are now ?

I'm losing like 40 lbs all together, should I wait until I lose all the weight then try to tone up or start toning up now ? even though I don't want to stay this weight
