Look into HIIT training. I'd say do interval training about 4 times a week.
For a diet I'd check out one from a fat loss program on bodybuilding(dot)com. Calculate your calories and spread out a lot of meals over a day (you won't get the intake perfect but it'll be close enough). You have to give up candy and sweets. I'd say at the most eat something small during the week (still concerning sweets). If you're having a hard time with the sweets I'd start with just spreading out your regular meals and making them smaller. That way you won't replace your diet and probably stick to some sugary and fatty foods that could cover your need for sweets.
If you want to get abs then I'd concentrate on body-fat loss rather than just your abs :-) Body-fat is an overall percentage and if you lose this to a certain degree your abs will accentuate more (this is the abs you'll see on the majority of people).
So that's High Intensity Interval Training 4 times a week (should save you some time during the day since the workouts start out at around 15 minutes a day). A 7 to 9 meals a day diet. Focus on the HIIT to get your abs to show and the rest will do itself :-)
Best of luck! Hope you take something from this! :-)

Floor exercises, medicine ball workouts, and aerobics should get you that ten pounds in a couple of months and get you toned as well.
Please note there are no short cuts to dropping weight and getting healthy. Result of short cuts are loose skin and unattractive marks. Running is going to be your best bet if you have no access to a gym. You should also incorporate burpees and sprints to each end of your run. Burpees while awkward are full body work outs that will make every part of you sore.
Diet - Proteins such as chicken, eggs, turkey; supplements are fine while working out but be careful as they can be high in fat. Vegetables, fruits, as always. Carbs are good for you! Complex carbs that is. Stick to rice and potatoes; pasta and bread are simple carbs. Stay away from processed foods and sugar.
