I think a good way to tell (although not accurate if you work out) is to check your BMI, then see how you are compared to your ideal BMI (in the centre of your healthy range).
People kept telling me I'm fine and I didn't need to lose weight, but I wasn't happy at all. I was convinced they were lying. I realized I was a bit above my healthy range (i.e over weight) I lost 20 lbs and became a healthy weight. I am now inbetween ideal and over weight, so will continue to lose more.
People said I look better. My boyfriend is the only one honest with me. He says I look good, but would look better if I lost a bit.
I don't trust other people's opinions. They obviously aren't at fault because they don't want you to be upset about your appearance, but I wish they would at least tell you you would look better if you lost a little bit.

I'm 5'4 and have a bmi of 17.5/18 and weigh 115 lbs and I'm 19 years old.
I've had people call me anorexic and I've had people call me fat. Oddly no one, save my boyfriend, has ever told me that I'm at my ideal weight.
My mom outweighs me and tells me that I'm overweight. My dad tells me to eat more. My grandma tells me to be thinner...you just can't please everyone.

The problem is is that many people have different ranges of what they like. So it really depeds on the person evaluating you. I like all ranges of girls, from athletic to curvy. It just depends on how it looks to the girl. I am a larger kind of muscular guy, I've had girls tell me they liked me when I was skinnier and others say I would be hotter with about 10 pounds more muscle. Here's how you figure it out; first, and most important, find a size that feels good to you. Where you can look into the mirror and smile and think, "I look good." Second, for women, any size without "dimples" or excess rolls is good. I hope that makes sense. Don't fret over it, I'm sure you look good. Just be healthy and you are fine.
