When do his opinions turn controlling?

My boyfriend and I have been dating about a year and a half. We have gotten serious. He knows I want to marry him and he told me he wants to marry me. We are both religious and have somewhat similar upbringing. He was raised just a little stricter than me. We have always gone to church together on Sundays. I wear the same few outfits every week. A little sundress and a sweater over it so I don't show too much skin. Or jeans and a shirt. We live in Louisiana so it's always warm. I usually wear some type of dress. One day he told me he didn't want me to show cleavage at church. I didn't think I was but I made sure to consider it when I dressed the next week. When next Sunday came he said it was still too much. This week the dress was too short and he refused to go, so I changed into a longer dress and wore something under it to cover all the cleavage. We got in a big discussion about how I need to dress like a Muslim. He wasn't serious but he means I need to dress a lot more conservatively. He did say he didn't care how I dress except for when we go to church but he always has made comments about my shorts and boobs and stuff I wear other places. I never thought anything of it. Today I got upset and told him I wasn't trying to be sexy I just need him to clearly explain what he thinks is church acceptable. He said I don't have to try (to look sexy). he doesn't want anyone looking at me ever but he tolerates how I dress everywhere. I don't dress slutty. I'm 5'11 and have D size boobs. Everything is short, I'm not fat, so I always have trouble fitting my body and covering up. He says he doesn't care if I make my own clothes I need to cover up more. I just want to know if y'all think he's bordering on controlling or if its just normal guy stuff.

We broke up :( he dragged it out. One day we were planning our Christmas Day the next he says if I went to church with him it would be just as friends. Asshole.
