Why am not losing weight?

I've been trying to for 4 months. Calorie calculators give me very different results but most suggest I would need to eat 1800- 2000 calories a day to lose an lb a week.

I've usually eaten around 1500- 1600 calories a day with one cheat day a week where I usually have around 2400 - 2600 (which calorie calculators tell I need to maintain my weight)

But so far I haven't lost any weight. I've lost an inch here and there but nothing to speak of really.

I'm following a high protein, high fat and low carb diet. I make almost everything from the scratch to be sure there are no hidden sugars anywhere.

I work out 6-7 times a week, mainly cardio. I do weight a few days a week to but even there I make to work out big muscle groups or several muscle groups at once and every 15 min I do a one min sprint so it's still kinda cardio.

I just don't get why I'm not losing any fat. I just got a skinfold caliper and appearently my bodyfat percentage is 26% . But it's hard to measure yourself in some areas, so I'm not quite sure
