I think so.
The lbs per week is quite achievable.
That said try to focus more on waist size and how clothes fit. If you end up losing 15 lbs of fat and aiming a few lbs of muscle you'll look good.
I'd alternate between te exercise bike and something with more resistance. Maybe kettle bell work. Statistically dieters (especially women) who lift weights actually lose significantly more then those doing aerobic work. You might burn more calories in an hour on the bike then doing 20-30 minutes of weights (with breaks) but the resistance work Helps keep or even build muscle which boosts your metabolism.
To lose a pound you'd have to get rid of 3,500 excess calories. Depending on your activity level, you would need about 1,950 calories per day to keep your current weight. If you somehow create a deficit of 500 calories per day you would lose a pound in a week (500 x 7 = 3,500). You could do cardio for close to an hour, diet the 500 calories off or a combination. 15 pounds in 16+ weeks would be less than a pound a week. Seems doable to me but it takes work.

4 pounds a month is E-Z. Doesn't require too much work. So that would be 16 in 4 months
140-16=124lbs.
Piss easy unless you have a condition that makes more difficult. Subtract 50-100 calories from that and exercise 10-15 min properly every day (gotta be sweating your ass off :)).
15 lbs in 4 months is not all that hard if you're strict about nutrition practices. That being said that calorie intake isn't enough to support you through such high calorie burns as you'll be seeing. If you want to go for an hour a day on the exercise bike then a calorie intake of 1800-2000 (I'm thinking 2000) will probably be more preferable.
4 months = 16 weeks. You can safely and healthily lose around 32lbs.
Since you're only trying to lose 15, you should be able to do this without too much difficulty.
That seems like a lot in 4 months! I'm just curious, what would you have to do to lose that much? I'm guessing I'd need to be taking in a lot less than 1600?
Eat 500 calories per day less than you currently do, and do a little more muscle building exercises.
There are body types. Get to know what body type you fit in and then find an exercise according to it and not to mention, the diet too.
