Between 20-25 BMI is average, less than 20 is underweight. So I'd say your weight/height ratio is very good.
If you are going to gain muscle, you will be gaining weight, so I think you're trying to lose fat? To lose fat you should generally be losing more calories than you take in each day, as a rule of thumb. But you should also take note of your nutrition input, you should be eating quite a lot of lean meats to get the protein your body needs to repair the muscle.

You need to change your diet to a clean calorie consumption, so no saturated fats, eat chicken and veg, lots of green veg, a little of carbs a week, and plenty of cardio for the first 6 weeks, then start the weights, start eating eggs with your chicken and veg, or get a protein diet menu, try and eat a little but often, drop your cardio to twice a week and carry on the weights 3-4 times a week, you should now be at an awesome weight and looking very appealing to guys,x
