Depends on where you are seeing these guys. If it is on the street, or at work then it doesn't really mean anything. We look people in the eye all the time. If is is at a club or something they could like you, but then decide not to approach you, if they think you don't want them to approach you. If you want them to approach and they are not, it could be that your tense body language is sending out the wrong signals that tell the men not to approach you.
There's a good chance he likes you, but my personal advice if you like him show him you do early on before it gets weird and complicated, smile if you can. If you don't like him start ignoring him.
