Measuring tape because muscle is more dense than fat—meaning that if you compared how much fat you can fit into a given amount of space against how much muscle you could fit within the same amount of space (the same dimensions), you'd find that you could cram more fat in there than you could muscle. Before you start exercising, you have fat dispersed throughout your body (in fact, the first time that I had to dissect a cadaver I was shocked at all the different places that fat can be stored in the body); but, as you continue exercising, you rid your body of fat. But you're working your muscles into shape, making your body more toned. I'm tired, but, hopefully, you get the trend that I'm trying to convey. In fact, a lot of people start losing weight at first, but then, as they get more toned, they start putting on weight as their bodies get more toned.

Measuring tap > weight scale. When losing weight the important thing is that it must be fat that you are losing and the best way to measure that out of your options is by measuring yourself. Waist hip ratio is very important here. \
Your stalling just means that you need to up the ante at gym. Start or increase your weight training and up the cardio intensity. You will need to be stricter on your diet as well. Have a read here as to your nutrition link

Hands done the measuring tape as the scale can not tell you how much body fat you lost or how muscle you gained or how much water retention your body has...it will only tell you the total mass of weight..that's it... the measuring tape will show you exactly how much in inches you have lost..which is awesome! Because it can't lie to you!
Here are a few tips I hope will help ypu...
1-eat five small meals per day starting with a healthy breakfast
2-drink at least 64 oz. of water per day
3-carb cycle..high carb one day-low carb the next
4-exercise..lift weights at least 3 times per day and cadio 2-3 times per week with one day off to rest.
5-have a cheat meal

Fat turns into muscle. Maybe that's. why it stopped. If your clothes are baggy then obviously you are heading in the right direction. Just remember rapid loss equals rapid gain.
