No it's not wrong to, but I find if the guy is really interested he'll make time for you contacting you first wanting to spend time with you. He'll be quick onto it.
But why can't that happen for girls too? This is 2013, many girls ask guys out rather than follow old traditional views and wait for him to make the move.
It's better to know of his interest now than to waste time waiting to see if he ever makes the move. It takes courage for girls to do that and he'll appreciate your confidence most likely. If he's into you or not least you'll know quicker than having to waste time waiting for him

Some traditional guys feel much better when they make the moves first, but now a days, Many guys love when a girl initiates contact and takes a move on him. No, they don't think you're desperate. Society just makes girls feel like that because of the traditional standards, which no longer apply since more people are less traditional now.
No it isn't wrong. I know that society's rules are that guys have to do most of the work, but women should be able to do it as well.
Just be a and adult, and contact whoever you want, whenever you want.
Of course you should contact the guy first! Don't play games! If I was always the one to text/call first, I would think the girl wasn't interested and I would back off.
