As for appearance, if people can't notice then it's not really an issue. There certainly are parts of the world where women do not commonly shave their legs...
As for guy-girl interaction, when I was in college (a long time ago) I went out with a girl who decided to stop shaving her legs. No particular reason, she just wanted to do something different (as college-age people often do). At first, it was an unusual sensation to feel hair on her legs, but eventually I got used to it. Actually, once you get used to it, it is less unpleasant than stubble in my opinion. As someone who does not enjoy shaving his face (although I do it anyway because I dislike a beard even more), I can certainly sympathize with any woman who does not enjoy shaving her legs...

If there is hair showing or noticable, then shave. No big deal, your legs will always look their best without hair.
It's your choice in the end. However, as a fellow blonde I know that my leg hair is still darker than the hair on my head. So especially when coming out of the dead of winter when my legs are the palest making the hair on my legs stand out more, I'd say it's probably not that bad of an idea to shave before wearing shorts/capris.

I think being little "rough around the edge" is nothing wrong, as long as you take care of your self well, tiny little hair shouldn't matter to a guy, at least not to me :)
I won't ask it: little blonde hairs on a lightly tanned skin are quite erotic.
Of course it is easiier for blonds to get away with it. Also, a lot depends on the thickness of your hair. But if it shows, you HAVE to remove them.
Even if you can't see the hairs, a guy would definitely be able to feel them.
If a guy felt you he would be grossed out, just saying.
