What can I do to get bigger arms?

I have always had long arms and legs. Maybe if I were taller my proportions would even out, but at 5'4 I have a short torso to go along with my limbs. My weight fluctuates between 105 to 115 lbs. The only difference is that when I'm 105 lbs. I have a 25 in. waist and 32 in. hips, and at 115 lbs. I have a 27 in. waist and 34 in. hips. So my waist and hips are the only places I gain weight at, not my arms or lower legs. I have always looked rather lanky.

I don't want to gain weight, (I like to stay around 105 to 110 lbs.) but I don't want to look lanky anymore. I've never liked it. I'm very toned and when I flex you can clearly see the outline of the muscles in my arms but they're so thin and long. A lot of fitness girls I see have bigger arms that have noticeably defined muscles whether they're flexing or not. Does that just have to do with genetic disposition? Do I have no control over the size of my arms?
