Am I skinny enough for a belly button piercing?

I'm more on the skinny side. But used to be more chubby so my stomach is prone to bulging after a large meal haha

Good enough or should I lose more weight first/ab exercises?

You're fine, it's not like you're overweight or anything.

I would take note of how most people perceive people with piercings, but if you really want it then who cares. At least it's less permanent than something like a tattoo.
