I know I need to work on my thighs, but was wondering how I'm progressing, are my thighs tooo big?

I'm 5 ft 6 and weigh about 132 pounds.

As you mentioned "toning" I will consider you already know you're slim and is thinking about getting your thighs stronger.
If you ask about need, only you may know how much is too much for you. Your thighs look nice and, yes, you could work them out a little more. I would focus on the quadriceps muscles to give more volume along the front of your thighs (from hips toward the knees). It would make the curves look smoother, imho.0
