If you want a critical opinion: They look on the thick side, but they look FINE (honestly, really; you don't need to do anything)
It makes me think you've done running and / or other sports.
For losing weight? Um, I think the hips / legs might be one of the last places to lose. It can be different for different people, but I think the order (more or less) is that losing weight is more evident first in the face and hands, then stomach and hips/ butt. (Again, it's my rough memory and could be different for you) A doctor, trainer, or close friend might be more useful than us for any goal setting.
If you've seen changes through time (years, whatever), that's one thing. But here you're asking us to judge on one picture.
