The lips are being puckered to try and give the appearances of increased lip volume and thickness. In turn, however, it also increases the surrounding muscle tension around your lips, nose and eye brows. Additionally, for some reason, the eyes are hypervigilant.
So, masculine features... What are men designed to be ready for? Battle, war, emergency situations. So, when we see a face with well-defined and visible muscle tension, and hypervigilant eyes, those are the types of facial expressions and qualities you would expect to see in a man (or a woman faced with a situation traditionally dealt with by a man).
The case of this can be several things, but it's most often anxiety that's causing a woman to consciously force her face to look this way.
By relaxing the face and eyes a bit, the female face can appear softer and more feminine.0
