Would a jeweler only appraise the setting they made and not the entire ring with the loose stone you purchased elsewhere?

My fiance used his "family stone" for my engagement ring, and had the setting specially made.

When we got the appraisal paperwork, it seemed increadibly low in value ($3000 even) considering the stone itself is about 1.33 carats... K SI1.

Would the jeweler only appraise the setting they made and not the entire ring?

I mean... I love my ring and considering it's a family stone, it has increadible sentimental value. I just want to make sure it's appraised properly so I can get it insured properly!
