Many options - I say get flowers and prepare a candle light dinner at home, obviously you don't have to serve expensive food, just get something she likes and is tasty, I would love pizza or pasta (if you can cook, make some yourself - it's probably cheaper and she will freak out in a good way ;)

You can also give her some kind of spa treatment like get a nice massage oil and prepare a hot bath for her when she comes home and after taking a bath you can give her a massage and then...you know ;)
I think experiences are more important than things you could buy her. Maybe cook her dinner, surprise her with a picnic (even an indoor picnic if the weather isn't nice), buy some massage oils and be her masseuse (good to relax her after her work that day), have a little scavenger hunt involving places that have meaning to the two of you, try to recreate your first date, etc. I think these things are better than something you could buy, it shows you put thought into and wanted it to be meaningful.
What kind of girl is she? Really depends. Some girls love flowers and poems, however they seem generic and boring to me. Girls know guys are generally bad at gift shopping (lol, sorry.. 98% truth though) but stay away from cliche crap. It'll show you put more thought into it,

depends on what she likes... for me I really don't like gifts so I would prefer quality time. maybe you make me a meal or we could go for a walk. Maybe something of yours like a sweatshirt or tshirt that I can wear and it reminds me of you! no matter what you do keep it simple... the simple smaller things I always cherish the most!
there is nothing better than birthday sex, style it up a lil... candles and rose petals if she the romatic type if not just take her out and have sex in public place the rush of getting cut would be the best present ever!
