Yeah, but it's saying a honest person may see a lock and say "Well I shouldn't try it. It's locked."
A unhonest person doesn't care if it's locked or not.
In other words if someone wants to get something they will regardless if it's locked or not.
This is why I don't understand the ADT security system stuff. If someone wants to break in they will. The question is can you stop them?
