I vote 'A' but my answer is a little different aka weird ;-) :-D
1. Wisdom apart from natural things comes from realization of experience of self and others
2. Those with wisdom tend to understand even their adversaries or people who mean them ill - sometimes misunderstood for complacency or inability or both
3. Those with wisdom at times or most times are deemed ruthless
4. Advise is something everyone is willing to give but those who advise with wisdom obviously have point 1 to 3 above
5. Not everyone with problems realizes the problems or experience hence can't give the best of advises, they wind up venting their frustrations instead
6. Hence, I infer that those who advise with wisdom are the ones with greater problems but is seldom seen or realized by people cause these people are always mostly positive and optimistic figuring ways out of almost every situation ;-)

Of course... how can you expect to solve a problem you have zero experience or have given no thought towards. With that being said, the difficultly most of us have does not come from a lack of knowledge in terms of solving a problem, it's comes from the lack of determination and drive to act on our knowledge.
maybe, i tend to give good advice every now and then often in topics i can relate to very well, whether it be as a post-traumatic rape case or as an androphobe or as an ex-social recluse/ex-bullied victim or as an introvert or as a former suicidally depressed mental case, i can relate and tend to give good advice on those simply because i went through it, i can accept that, but some of the best often have better lives than those they're helping, so whether this is true or not remains to be seen, one fact though is that most people who give good advice are often those who've experienced it firsthand.

because only when you go through those experiences then you are able to understand and share with others. I said the same thing to a gf recently that what she is going through now , she would be able to share her experiences and be able to understand if one day her friend meet the same issue.

Oftentimes it's true... because we know how it is to hurt like hell, and we don't want others to feel the same way

I'd put it this way. People who have had many problems and overcome them have learned enough to give good advice.
People who have had no problems may have learned nothing.
I don't know if they have the most problems, but they're usually the ones with most experiences
I think it can be true yes. In my case, people come to me all the time for relationship advice and yet I've never been in a relationship.
