Is 34b too big or too small for a 13_ years old?

You're also a 36c or 38d or 40e etc... different bra manufacturers make different bra sizes for diff. boobs. How would we know what's too small when we don't know what they look like. You're 13 though, I shouldn't even be commenting on a 13 year olds boobs. I'm 26, that's creepy

No. I was a 32B when when I was 13. My friend was 34B when she was 13. And a lot of my friends had bigger chests than us. You're fine.
