I had a similar problem with I was in my late teens and early twenties. But what's funny is when I went to Colorado in the summer time, my face completely cleared up. The dry, cool air shouldn't be hurting it, but everybody's different.
When you shower or wash your face, get a salicylic acid based facial scrub. I like Neutrogena because their green tea facial cleanser with 2% salicylic acid works great for me.
You should also use a moisturizer, since as you noted, your face will produce oil in the drier climate. So get a facial moisturizer for sensitive skin that is non-comedogenic (won't clog pores) and use a light amount of that every morning.
When you get home, dab some witch hazel on a cotton ball and clean your face with it. You'd be surprised to see how dirty the cotton ball looks after you run it over your forehead and face.
Try that and I bet that helps. If you can remember and do try it, let me know how it goes.

There might be other factors going on besides the Colorado vs. Maine climate. Like other life circumstances, your stress levels, your eating habits, etc. Have you tried talking to a dermatologist?
I think your skin will adjust to it over time, see a dermatologist if you have to
