Say the city had a proposition where cadets in the police academy would have a communication/psychology course added and be mandatory to help teach cops to better talk to and deal with disgruntled people to prevent suicidies by the person or to help talk them into submitting so physical force wouldn't be required. However, this added classes for cops at all acadamies would come with an increase in state taxes, would you still vote for it? The money wouldn't be able to come from officer salaries since some of those people already make hardly anything and it still wouldn't cover the cost. A lot of accidents or shootouts may have been able to be avoided if officers were able to keep things from escalating by calming the suspects down with their words into just handing themselves over to the authorities.
