They would have to lolz, but they will dispatch another who's available and they usually asses which one needs more priority1

Yes, they have to stop.
My brother is studying to be a doctor. When he was an emt worker he would be dispatched to an emergency. If the drivers noticed an emergency on their way they would have to stop to help.
The same goes for your question about then being involved in an emergency themselves.0
