If people harm a K-9 police dog, they get charged for "assaulting an officer", but if a cop beats his K-9, it's just animal abuse?

A cop was caught on camera beating his police dog, but he was only charged for animal abuse. Then why would someone else be charged for "assaulting an officer" if they did the same?
