I sometimes use it when ai haven't spoken with a friend for a longer period of time than usual, it's kind of like "hey, it's been a while, I miss you"
It's what you say to someone you know who you haven't seen in a long time. It's not said to actual strangers.
It means that the person feels they have not spoken to you in a while, that you almost seem like a stranger, and probably miss you.
It just means hi and I haven't seen you in a while or spoken to you in a while.
