Generally, yes, but I think it depends on your tone of voice. If you sound indifferent or angry, you'll come off as very rude. If you're all happy when you say it, they probably won't consider it as rude. I myself would just think that you didn't hear what I said.

Well I guess a stranger does want something if they come up to you, so I get why youd say it. But id still go "Hello, can i help you?" Or something like that

Depends on the tone of their "hey". Like if it sounds like a questioning "hey", a "hey" to get my attention, it's perfectly fine to respond with "yeah?"

But if it sounds like a greeting, then it's a little rude.

I'd say it is rude most of the time to respond that way. If they are simply trying to say "hello," answering with a "hello" or "hi" in return is more appropriate.
