Is saying negro as bad as saying the n-word?

I don't mean "negro" as the color black in another language. I mean it in English, referring to a black person. Is saying it as bad as the version that ends with r?

    • This is a real question

  • Its functionally just as bad. Maybe not technically as offensive but just as backward and antiquated and unnecessary
