Depends on where you are and what kind of job you'd be willing to do.
The answer in general is both yes and no. If you're looking to start a new business from the ground up (or to run a franchise), or to do something which requires little to no formal certifications, then no, it isn't all that hard, provided you have start-up money of some kind. But if you're looking for work in a certain field, such as advanced-level professional work, then yes, it can be very hard for anyone of any age, let alone someone in his 40s.
