Yes, it is okay to text a guy first. Some guys actually prefer girls to make the first move. I think it unfair to make guys initiate everything.
It doesn't matter who texts first as long as the communication happens. Don't think so much about it. If anything, a guy will appreciate knowing that you're interested without having to stress about the rejection, etc.
