If a Yorkshire terrier attacks a bulldog and gets hurt when he retaliates, then which dog should be blamed?

The smaller dog started the attack, but the bigger dog was capable of more damage because of his size. I'm not saying it's right, but if the law demanded that one of the dogs be confiscated and euthanized, which one would be more at fault?

  • The owner of the smaller dog is to blame for not being careful and not keeping the dog on a leash. Euthanise the owner.

  • Both dogs. The Yorkshire terrier is smaller than the bulldog so the bulldog shouldn't retaliate but the Yorkshire terrier should've not attacked in the first place.
