If someone sits someone else on a chair (without the latter’s permission), and shaves the other person’s head and facial hair, is it considered physical violence? Will the latter sue the person who shaved him?

Pretty sure that cutting or shaving someone's hair without permission is considered physical assault. I've heard of people being sued for that before.0
