Is it because the girl is ugly? Is he shy? Afraid of rejection?

He will flirt with her and talk to her in public, but is still embarrassed

In my experience it takes time for people to get comfortable with a new scenario. It may be unnerving to have someone that means a lot to him and consistently appreciates spending time with him.

It is not easy to bring up whether or not you are romantically inclined when you might worry you could ruin a good friendship.

By the way he acts. If he's kinda shy, then that's most likely the reason why. If he's not, then there's something about you that he's not sure about. Each circumstance is different.
