Looks more like something dealing with the structure of the shoulders. The short necked guys seem to have higher raised more rounded shoulders, whilst the longer neck guys seem to have lowered shoulders that are broader. Not bigger, broader width wise.
That or the long necks have giraffe DNA and the short necks are evolutionary spawns of rhinos.

It is similar to a giraffe who, believe it or not, doesn't have much more neck vertebrae than us. The bones are just longer and/or seperated farther.
If someone had an extra vertebra, it would definitely be a very strange genetic mutation that would probably cause severe neck problems.
Same reason some people are taller than others. Longer bones and ligaments.
Often, more muscle or fat can make a neck seem shorter than it really is.
Muscles are stronger and "longer" by a combo of good genetics and posture.
Just longer spaces between the vetebra, andor larger vertebra. Rarely does the number of vertbrae vary. Also, a lot of muscle around the neck makes it LOOK much shorter it's actually average length or longer in most cases.
Some humans have longer necks so they can grasp fruit out of tall trees.
