What does it mean to nuzzle someone's neck?

I'm involved with this guy and he's told me a lot that he loves me. We ask each other a lot of questions, and quite a lot of them are 'what would you do if ..' questions. Yesterday, in an email he was like 'I've got a weird question for you. What would you do if I nuzzled your neck?" So what does it actually mean to nuzzle someone's neck and why do people do it? Thanks :)

Basically it's laying his head on your shoulder in affection, almost in a cuddling kind of way. Like what you see when two people watch a movie and one leans their head on the others shoulder. It's basically an affection thing to be close to one another.
