My lover said this to me the first time he realized that there was mutual attraction. I find it sexy. He realized that I was flirting back with him, and as soon as he knew he had a good chance with me, he said "you're mine." He says it every now and then but not in a controlling way, just saying he knows that I will not turn him down because there is some powerful sexual attraction. I love when he says it. He is latin too and I think they use that expression once they know you are under their spell so to speak. I find it flattering. He never once acted like he owned me and was never controlling in any way.
He absolutely does not want to share you and he wants you to know that. My man just told me this exact thing. :) So sweet!
But that said, don't read between the lines on this. Be objective and smart.
Don't be afraid of getting deeper into this, but make sure you
draw conclusions from his actions and don't let words sweep you away.

Watch out - "his woman" is pretty condescending, implying you are his property and if you can't even have male friends or talk to males without him trusting your loyalty, he is setting abusive and controlling grounds that you should escape as soon as possible.

That he doesn't want to share you with other guys... obviously.
That means he loves you and want you all for himself, what else.
Does this really need an answer? What else would he possibly mean by it besides that you're commited to each other now?
I can only guess, but I suppose if I said it, it would mean something along the lines that you are his match, someone to share life with, in a way nobody else will.
