Initiate something so that she does touch you? You're touching areas where she isn't obligated to touch back. Hold her hand or caress her face. If she holds your hand back, try going further to kiss her. If she leans into your touch when you cradle her face, she looks to you for comfort--not garunteed that she likes you either way.
She doesn't care or mind you touching her. She is probably comfortable around you.
