The average woman in America is a size 16 or 5'4 164 lbs. Women in America aren't fit. They're usually fat, sloppy, lard asses who online claim to run marathons and eat like birds
For a fit woman? Well, I'm not an athlete but I work out and my measurements are 37-24.5-37 but my waist goes up to 25 when I'm retaining water. I don't know if it's average

It's women like you that tear down other women and keep the prevalence of eating disorders going!! "Starlets" as you put it are not normal, and most of them have had plastic surgery. In addition, they have always been considered clinically underweight. That is not reality! Sample sizes from designers have never been what the average woman is or should be, nor do they design for everyday women. It is an industry that was started and sustained by males with perverted fantasies. BMI measurements for average women has ALWAYS been in the mid to upper 20's. Quit perpetuating myths!!
I would say 24 inches is considered small for a female. I'm in the 24-25 range. 28-30 would be considered more a small waist size for a guy.
My 14 year old son, who is 6' tall is a 28" waist, and he is a stick!! Good luck trying to find pants that fit a 28" waist for a male. The average size of men today is a 40" waist and 5'9" in height. Average for women today is 5'3" and a waist of 38"

It’s subjective and relative to the rest of your body measurements/ height. I’m in my 40’s, I strength train going on my 7th year now. I’m athletic, 134lbs. my body fat percentage is 17% and my waste circumference is 31. I do a lot of deadlifting and I’m an elite lifter as well as a certified trainer. Because deadlifting requires a lot of core, my waste is thick and it’s all muscle. Everybody thinks that I have a tiny waist because I also have very big lat muscles. It creates an optical illusion, making my waist look like it’s really small. I’m not picking on anybody. But your waste circumference is just a small part of the equation when it comes to the anatomical layout of our individual bodies.
My measurements are 36-25-43 and I'm in good shape. I think anything from 23-27 is healthy. Anything under 23 is considered really small.
uhh anywhere from 23-26 inches is small for a fit woman 26-27.5 is average and 22> is very small
22-25. Anything more than 28 is pretty big
