If you're talking 'Will guys think I'm easy/trying to get attention,' then yes, your dad's right. They will.
If you're talking about pop-culture, no. Standard length (down to the tips of the fingers) for a mini.
Tips:
- No heels
- Tights / long (thigh or knee-high) stockings would help tone it down a bit. Might even get past your dad w/those.
- Tall boots
- Plain, conservative (long-sleeved or short sleeved) top (no tank tops)
- If you're long-waisted or taller than average (5'5"+), it'll probably look shorter on you than it does on the model.
It depends on your body type.
For me I am a slim girl with a very pronounced back arch and a big butt, if I wore that you would see my goodies (rare end).
If you are a girl that is flat or small in that rare end it will look adorable and not provocative.
if you're any taller than 5'4ish then yeah it'd probably be pretty short
just wear black spandex shorts underneath lol that's what I do with short skirts and dresses

But honestly, if my sixteen year old daughter started walking out of the house wearing that (and a size small, no less) I'd probably send her to change too.

It's really fairly modest! Especially without heels...I'm sure a lot of girls are wearing more revealing things that aren't nearly as cute!

It appears to be standard 'mini skirt' length.
So I'd say not too short, but its going to get attention.
That depends on who is defining short. To your dad it might be short (different generation or how he was raised, plus he is your dad), but to me it looks like basically the same length that most girls I saw at high school and see at my college have their dresses or skirts at which is mid thigh length. It is all about perspective I guess. If you want to wear it more often you could wear shorts under it or maybe wear tights with it?
It looks no shorter than most skirts I see so I'd say its fine
wow @ all the people saying "it's almost too long" lmao I was going to say heck yes it's too short. I like dressing a little sexy but I guess I'm more conservative than I thought because I wouldn't wear that, too short for me.

Besides, there's no such thing as a skirt that's too short - IF you have the legs for it.
Personally I wear black spandex shorts under my all my skirts and you should under this skirt and then your dad will let you wear it maybe. Keep wearing the shorts though even after you move out though.
