If it's crowded it's perfectly normal for me to touch a girl's back while I try to pass her. It's more convenient than to tap her shoulder.
If it's not crowded I guess it's just an excuse to get her attention.
if she's a complete stranger than touching her on the arm ... lower back is for those I know and I might be interested in it...
