Boyfriend caught on tinder for the 2nd time?

Question

I have been dating my boyfriend for a year now, we're long distance and we try to see each other whenever we can.
When he visited me in March I found the tinder app on his phone, and he was openly flirting and trying to meet up with girls. I'm pretty sure he was meeting girls but he denied it. We took a break and we eventually got back together 2 weeks later. He deleted the app in front of my eyes and he promised that he won't talk to girls anymore. My best friend lives in the same town as him and earlier today she said that she saw him on tinder... so he deleted it in front of me and he downloaded it again after he went back home. 
I don't know what to do at this point, I love him but I have lost complete trust in him. I thought we were in a very serious relationship and I'm very very very very hurt and disappointed in him.
I realized that he is a liar, and probably a cheater. I haven't confronted him yet about it. I'm waiting for your advice guys... 
My mind wants to break up but my heart loves him. What to do?

The exact same thing happened to one of my close friends. She caught her boyfriend on Tinder, and when she confronted him about it, he denied being serious, and told her that it was just for fun. He basically turned it around on her and accused her of not trusting him and acting too crazy. He then promised to delete the app when she told him how it hurt her. Not long after, he broke up with her saying that he felt stifled in the relationship, that they were getting too serious for him, and he would much rather "go out drinking with his buddies." Then he turned around and slept with her coworker less than a week after they broke up. Turns out, he also never deleted his Tinder.
My point is, if you're happy in a relationship, you don't need Tinder. It's an app for single people seeking other single people, it's NOT a friendship app. His excuses sound really weak to me, especially if he's flirting with girls. You can't have a relationship without trust, and it seems to me that he doesn't respect what you two have. You've tried to talk to him, and he didn't listen; it's better to cut him loose and save yourself more heartache down the road.

Woah. That is not behaviour I would expect from a guy in a committed relationship. I'm sorry this is happening to you. Just think about it for the next few days. Remember what you deserve and picture in your mind the kind of relationship you want for the future (whether it be with him or not)

He has commitment issues. He shouldn't be on any of those dating apps/sites plain and simple. You need to confront him about it. Based off of what you just said here, I don't trust him. Why is he lingering somewhere else when he has you? :/

Well, I would try to avoid confronting him. I think it is best not come into a discussion with a hostile attitude. My advice is quite simple. If you do not trust him then why would you want to be with him. You really have to do your best to set emotions aside and think rationally. Can you picture yourself with a boyfriend that you can not trust and constantly wonder if he is being faithful. IF you can I advise you to stay with him, if you can not then I think there needs to be some space between you too.. my opinion

When you caught him and he deleted the app, all it made him do was go "underground" or try to be more sneaky about it. He has cheater tendencies, you've seen it twice now. You should dump him because he will not change.

I hate to say this but if he's on there its at least because he's keeping his options open. Looking to see if what he can get. Regardless of whether he has done anything he obviously isn't very serious if he is looking at other options.

Oh my gosh. Your telling me the boy your dating is talking to other people I am shocked and disgusted. Or you can step back and realizes he's human and he's going to be attracted to other humans. The only thing you can do is talk to him. Tell him how you feel give him time to make the right decision and if he doesn't leave.
