think about what you want out of a relationship - do you want him to make you happy? to entertain you? to be there for you?, & think about whether he would be able to happily fulfil that role :) so think about why your mind says no, and if the problems you see would compensate the good things he has.
why does your heart say yes? I guess that by heart you mean irrational desire to be with him, so you have to be careful because it could be your body saying yes instead of your heart ~ search for feelings.
And if you actually like him a lot & would want something more, don't keep it to yourself why would you do that!

Unfortunately you love with your heart, not your brain. You're brain may say one thing, and it may be totally rational and RIGHT, but at the end of the day, the brain really has no say in matters of the heart.
First do what eny woman does when they like someone, you are just 16 but you will know that this is how and woman's mind work, not a girl's mind.
First you find out if he is single, then find out of he likes anyone, MAKE SURE HE IS NOT GAY, then gather some info about what he likes on a girl, prep yourself and jump in the pull ready for anything, but above it all, don't get your hopes too high up there, i see this happen once in a while with my GF's little sis and i help her by befriending her target and i find the info and just give it to her

BUT, if you suspect that he may be interested as well you should just tell him.
At least you'll have an answer. And that is vastly better than wondering what could have been. That and you're young. Chances are anything you have with someone now won't last longer than a year.

that;s a no brainer. one u save time and effort. 2 u save it from becoming a game. 3 it saves your emotions. and 4 if u spill it.. u won't have any regrets cause u can at least say u were honest and tried. rather than "i wonder if i should've told him"
I never knew a heart could speak. There's no such thing as feeling it in the heart. It's all in you're head. You're just having conflicting thoughts. You're whats call undecided, and the reason is unknown to you thus far. Sometimes we can feel things because of our intuition but for whatever reason we can't put our finger on it consciously
There's confusion or something because like with love, it's your brain and your heart and the same if its not. Even though infatuation is just your brain. Do what feels right and not what's wrong/uncomfortable. Things feel uncomfortable or weird for a reason. It's a sign. But they say your heart is more accurate than your brain.
Follow your heart.
You're mind is probably saying 'No' because you feel like he's not talking to you as much as he use to.

Do what your head really tells you to. I know sometimes we want something really bad, that we follow our hearts, just to make us happy. But in the end, what your head tells you to do, is the right thing for you, even if it doesn't "go well" with your whole 'love-plans'
