Being the father you should be able to touch it. Everyone else though; no that tends to drive prego's crazy. My wife got super flustered when everyone wanted to touch her bump too. And in her defense it was kind of crazy; random people in the grocery story would just come up and start touching her belly like it wasn't anything. Now me, I'm pretty chill, it didn't bother me. But she's way up-tight about her personal space and she would freak out. You and the immediate family should be ok though.

She's probably self conscious because she thinks she's fat. That with the help of hormones can turn her into a maniac. However, you're in luck! She's in her motherly stage so go up to her and say with child voice "awww but I really wanna feel the baby kick" and make a frowny face.
Is it your baby too? Having two children myself I know how hormonal we can get while we are pregnant. We feel fat and ugly and disgusting. We sometimes don't like being looked at, let alone being touched. Its all in the way she is reacting to the pregnancy.
Pregnant women are very hormonal, and for some that means they are unreasonably irritable. It's all normal, it's temporary, and it's best to just do what she wants for the next few months. She obviously has her reasons for not liking her stomach touched.

She might just not feel sexy at the moment, having a big bump. Just keep telling her she's beautiful, and be patient, she'll come around.
