What does "creepy" mean? And why do girls throw this term around so much?

Ok, after many hours of watching girls use this word, here is what I have come up with:

1. It is a derogatory term.

2. It has something to do with fear, but does not exactly mean the same thing as "scary". As in, "be careful, that guy's creepy."

3. It has something to do with unwanted sexual attention, as in "I'm worried that creep likes me."

So, here is what I've got: It means a vaguely scary guy who you don't like is sexually attracted to you.

And what is the feminine version of creep, BTW? I'm only asking because I am very interested in the English language.

Because there are already many words for that, none of which make girls faint with fear or become filled with hate. Hmmm...nonconformist? Offbeat? Eccentric?
