How can I be pretty?

I usually have a lot of confidence, but I really want to be pretty. am I just one of those people with features that are too plain? I wear a little makeup and try to make my hair look nice and smile. I also have pretty good skin, is there anything else I can do?

I want my eyes to stand out but I'm not sure what to do..

I usually wear eyeliner some nuetral colored eyeshadow like beige and some mascara,but by the end of the day it's all in my creases and all over my face.
I don't know how to make a look last all day.
I can never find primers in makeup sections.
