They wear them because they are allowed to wear whatever they want. They don't need permission to wear certain clothes. If you get turned on then thats your problem not theirs. Some may wear them to get attention, but I'm sure most just wear them because they find them comfortable.
Do you have nothing else to do in our life that all you do is look at women. I don't mean that as an insult. I'm sure you have other things on your mind: job, school, friends, hobbies, etc. Its not a question of what happens to you because of it, its what do you do because of it. Women wearing "sexy" clothes isn't a crime, just like you commenting on it to them isn't. Complaints are made but at the end of the day you just got to move on.
I think a better question would be why do women tend to prefer tighter fitting clothing than men? I always wanted to have a debate on that topic. Maybe this is the place to have it lol.

Some guys might think they are hot but not all. I think they are uncouth and a turnoff. They aren't sexy in any way. If they want to wear something tight fitting, then a well-fitting pair of jeans are 10X more appealing.
Actually I often walk down the street and think "that looks terrible" I mean leggings work with long shirts or short dresses, but unless you look like a supermodel you really shouldn't wear them a proper pants, they're not

Basically yes, and because they are comfortable. Although lately I haven't understood it. I love leggings, but I can't wear them when it's hot out. It doesn't feel comfortable to me. Today was a very hot day, and there were girls wearing leggings including one of my friends. I was out wearing shorts and a tank top, and she was wearing black leggings. I knew she wasn't cold because she complained during our entire lunch that it was too hot out.
