He's definitely getting there. On the other hand he may know that you have a limit as to how far you'll go, and he's willing to abide by that, but wants to know how far he can go up to that point. But it's not something sinister on his part. Try not to look at it that way. When he's making out with you it's just natural to want to put his hands on you. Why? Because he likes you and is attracted to you. You can't blame him for that.

Did he keep his hands on your bum and legs for a long time?
If yes, then, he wants it ! Usually, when guys make out, we put our hands on the girl's face (cheeks) sort of grabbing her face, or, run our fingers through the girl's hair. We might also place our hands on the girl's waist while kissing. But, since he is touching those areas, it is obvious that he got horny.
So, in my opinion, I say YES. He needs it.

I'm still confused about this one, I almost always want to have sex if I'm making out. I'm not saying I'd push for it, but my hands are everywhere and if it's offered I definitely won't say no.
